About the Role

 

The People & Culture Executive (Supervisory) – Compensation & Benefits (C&B) oversees the day‑to‑day administration of compensation, benefits, payroll coordination, and statutory compliance, ensuring accuracy, timeliness, confidentiality, and colleague-centric service. The role supervises C&B workflows, supports system/data integrity, and partners with Finance to deliver seamless monthly payroll and benefits operations.
During pre‑opening, this role is pivotal in setting up C&B processes, systems, and provider relationships to ensure opening‑day readiness.

 

 

Key Responsibilities

 

1) Supervisory & Stakeholder Coordination

  • Oversee the daily C&B desk and guide junior HR/administrative staff (where applicable); allocate tasks, check outputs, and ensure service SLAs are met.
  • Act as the primary contact for C&B escalations, clarifying policies and resolving concerns professionally and confidentially.
  • Partner with Finance/Payroll, Procurement, and department admins to ensure accurate cut‑offs, approvals, and reconciliations.

 

2) Compensation Administration

  • Administer salary structures, job grades, allowances, service charge distribution, incentives/bonuses, and adjustments (promotions, transfers).
  • Prepare and review employment contracts, salary movement letters, and compensation‑related memos; ensure proper approvals and audit trail.
  • Maintain accurate position control and headcount data aligned with manpower plans.

 

3) Benefits Administration

  • Administer HMO, life and accident insurance, leave benefits, meal/uniform entitlements, transportation/housing (if applicable), and hotel‑specific perks.
  • Manage enrollments, changes, renewals, claims, utilization monitoring, and provider SLAs; conduct benefits orientations.
  • Track eligibility, waiting periods, and pro‑rations; maintain clear colleague communications and FAQs.

 

4) Payroll Oversight & Validation

  • Consolidate and validate payroll inputs: timekeeping, overtime, night differential, holiday premiums, service charge, leave payouts, incentives, loans, and deductions.
  • Reconcile variances with Finance before finalization; conduct reasonableness checks and secure necessary approvals.
  • Safeguard payroll and personal data in line with confidentiality and data privacy standards.

 

5) Statutory Compliance (PH)

  • Ensure full and timely compliance with SSS, PhilHealth, Pag‑IBIG, and BIR requirements (registrations, updates, remittances, loans, maternity/sickness, Alphalists, and annualization).
  • Prepare statutory reports, respond to audits/inspections, and maintain compliant records and posting requirements.
  • Monitor regulatory changes and recommend policy/process updates accordingly.

 

6) HR Systems, Data Integrity & Reporting

  • Maintain HRIS/payroll master data accuracy; lead periodic audits (new hires, separations, pay changes, benefits eligibility).
  • Produce monthly C&B dashboards (headcount, payroll cost, OT, service charge distribution, benefits utilization, attrition‑related payouts).
  • Support system setups/migrations, UAT, and continuous improvement initiatives.

 

7) Colleague Experience & Engagement Support

  • Provide prompt, clear, and empathetic responses to C&B queries; educate colleagues and leaders on policies, entitlements, and timelines.
  • Support onboarding (C&B briefing, government registrations) and offboarding (final pay computation, clearance, statutory updates).
  • Champion Mandarin Oriental values—professionalism, respect, and service excellence—in every colleague interaction.

Pre‑Opening Responsibilities

  • Set up payroll calendars, cut‑offs, workflows, approval matrices, and C&B SOPs; align with Finance and GM approvals.
  • Source and onboard benefits providers (HMO, insurance), negotiate service terms, and configure eligibility rules.
  • Configure HRIS/payroll parameters (grades, earning/deduction codes, tax, statutory tables); test end‑to‑end payroll.
  • Support mass hiring documentation, contract issuance, statutory registrations, and new‑hire orientation (C&B focus).
  • Ensure C&B risk controls and audit readiness ahead of opening.

 

 

 


What We’re Looking For

 

Education

  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or related discipline.

 

Experience

  • 4–6 years of progressive HR experience with solid exposure to Compensation & Benefits and payroll administration, including supervisory coordination.
  • Hospitality or luxury service experience preferred; pre‑opening experience is an advantage.

Certifications (Preferred/Advantage)

  • HR certifications; payroll/compensation short courses; data privacy awareness training.

 


Skills & Competencies

  • Strong working knowledge of Philippine labor law and statutory benefits (SSS, PhilHealth, Pag‑IBIG, BIR).
  • Advanced numerical accuracy, reconciliation, and Excel (pivot tables, lookups) skills; familiarity with HRIS/payroll systems.
  • Detail‑oriented with strong organization, follow‑through, and deadline discipline.
  • High integrity, discretion, and empathy when handling sensitive information.
  • Effective communication (written and verbal) and stakeholder management.
  • Continuous improvement mindset; able to document and refine SOPs.

 


Success Measures / KPIs

  • Payroll Accuracy & Timeliness: Zero critical errors; on‑time monthly payroll; <0.5% post‑payroll adjustments.
  • Statutory Compliance: 100% on‑time filings and remittances; no penalties.
  • Benefits Service Levels: Enrollment/claims turnaround within agreed SLAs; positive colleague feedback.
  • Data Integrity: Master data accuracy on audits; clean variance reports.
  • Process Efficiency: Reduced manual adjustments and rework; documented SOPs and controls in place.
